CPHSS serves as the external evaluator for Missouri Foundation for Health’s (MFH) Expanding Coverage Initiative. The goal of the Initiative is to reduce the uninsured rate among Missourians under the age of 65 to less than five percent. In the evaluation, we use a mixed-methods approach based on process, implementation, and outcome evaluation best practices. We evaluate activities conducted by the Initiative grantees, components of the Health Insurance Literacy program, and components of the Cover Missouri Coalition.
We also provide technical assistance and training to grantees on evaluation approaches, provide information through data collection and analysis to inform the sustainability and transition planning for the Initiative, and participate in Initiative-level planning with MFH by attending planning and contractor meetings.
We use several methods for disseminating Initiative findings, including quarterly dashboard reports tailored to each grantee and the Initiative, presentations, and yearly evaluation reports.
